Had the same problem then I realized I hadn’t completed the monster slayer stronghold quest (Special dispatch mission) now I have the quest for training grounds!

Press F5 when the quest is opened in your quest log.
check your inventory and read the letter from edwin, after that you can complete the monster slayer quest and accept the magick quest from adeliene
so one thing that happened to me was the quest was hidden on my journal and not pinned to read the letter and complete the quest. so worth checking that if you feel lost.
