The 1-am (est) maintenance notice came in while i was in chaos gate and game shut down in the middle of the gate. I come back on and it says the gate is claimed–when I didn’t even get to the final boss. Is there a way I can get a refund on claim count or smth

Sorry to hear you couldn’t claim your rewards in the Chaos Gate, Maintenance is being given far before the shut down of the the servers. At the bottom below the chat box you could see when the server goes into maintenance before it actual shuts down. Be aware of that next time.
for now there is no way they will refund or reclaim any items. Next time be aware of server maintenance before going into activities.
I know this is not the answer you where hoping for, I’m sorry for that.

Thank you for taking the time to reach out to us, I’m so sorry to hear that you lost your entry to the chaos gate.
I want to thank @InochiEsDi for the information provided, I just wanted to add that
even though we don’t have a way to refund you the entry ticket manually, we have a system that takes care of this type of situations in order to provide the ticket back in very specific scenarios, it can take 24 hours to provide a ticket back if you’re eligible for one we can’t guarantee that you will be receiving a ticket, I apologize for the inconvenience. Here’s a post that explains better how this system works.
