My mini quest window is bugged, it doesnt want to show any quests and when I try to add quests to it from my quest journal, nothing happens. This big is only on one my characters.
I also did the tower on this character and recieved no loot from it, and when I look at the tower on my other characters it says I have already completed it because It is giving me materials instead of legendary card packs and engravings.
I thought it was due to the normal massive server lag in peak time but I logged in this morning to see that the issue is still there.

After that it will be good to close steam and re open it as admin and launch the game.
Also make sure that you are not missing any updates on your drivers or windows.
In case that the issue persist please contact a representative form the live channels or create a web ticket to make the report on this specific situation.
I’ve done all of this and all the customer support said was they would create a ticket. I guess I wont be able to play this character for the foreseeable future then?
I’m having the exact same issue. My mains journal is bugged. Its like its locked. I can’t select or deselect anything in it. But all my alts have no issues in the journal and can select and deselect things at will. This is actually stopping me from doing a quest because the quest requires me to do something from the mini journal and nothing shows up on it. This has been going on for a week or so now.
I am sorry to hear you are having this same issue. I would heavily recommend not replying on top of older threads in order to avoid having your post possibly overlooked. Please note if the troubleshooting offered in the above moderator’s post did not clear this for you, their next piece of advice is to create a ticket or contact live channels via the link they provided.
Please give that a go and hopefully they can look into your logs and other data to try and help you out.
