So using a name change does make the previous name available for use right after.
I figured this was how it worked but there was no sure information about it.
So I tried it while recording screen.

The immediate name availability only works on characters Lvl 10. From Lvl11 onwards, you have to wait (I think it’s 60 days) for the name to become available for use again.

I even made a video showing name is available after.
You just copy pasting into topics based on the title alone and guessing what it is about?
And then also with wrong information in your copy-pasta.

meanwhile they say if you delete a character with that name it takes up to 60 days for the name to become available again but if you pay money to change the character name and create new one to use that name it’ll be available immediately! wow so money = insta? but delete = wait? amazing…
I might remember this when new classes come out if they havent fixed their god awful naming policy to allow surnames. I’ll use some of the made up names i managed within the 1st couple of days that i have on characters i decided i didnt want to play, since making new character names now is an exercise in imposed stupidity.
You’re competing with several hundred thousand players with multiple alts since names are datacenter wide, and not server tagged.

If the character is level 10 (or 1) then can delete and get name right away too.
But it is very easy to just briefly try something and be level 11.
But I think that part is well known.
Figured I would bring it up just in case for those reading.
Also note that it some times can take 1-2 minutes for name to available after deleting (level 10 or lower).

I am a player who is very attached to sensible character names and strongly criticize the naming policy here in the game.
Practically, I would probably only do that when just little is going on, midnight for example in the EU. Is a bit too risky for me should the character name suddenly be stolen ^^
Yes definitely free up name you want to reuse when your server is not busy.
Like middle of night or early morning.
Since deleting low level and reusing name some times have that 1-2minute delay before name is usuable.
I would guess the same could happen with a rename.
So if it says name is not available after then just keep trying.
This is simply not true.
I was able to make a new character with my old (lvl 10) characters name (without paid services).
@Firus can you explain this situation to me, please, since a few days ago I made a topic asking about this and you told me that changing the name would still put it in a 60 days wait? Thanks man!
Customer Support (CS) has often given wrong answers here.
I had heard they gave this answer to someone on mail; but with experience on forum I knew there was still a high chance of success with rename 
I don’t know what resources they have been given.
So I suspect they have just not been told much (and that they don’t play the game).
Their answers are guesses.
I think they read the forum too and try and learn over time what is correct.
well that’s how it is idk what magic you used or if they just sneaky change it. they replied to this topic 20 days ago that they must wait 60 days period for the name to be useable by everyone.
Deleting a character level 10 or 1. Has made the name available after the whole time (at minimum since head start).
That linked topic is just one of the cases of Customer support guessing at an answer.
