Neria Rapport Quest not available

As you can see I just finished North Vern and went back to Arthetine because of an open rapport on the continent, Neria.

But I can’t interact with Neria. Its locked behind the quest “Cold City of Mine” which doesnt appear anywhere on the continent for me.

Is there any solution for this?
