When I first talk with an NPC there is audio of them speaking what is written. When I advance the conversation by hitting āGā the written words change but there is no audio spoken to match. Is that the game mechanic to only speak out the first line of the conversation or is it a bug?

My apologies about the confusion! 
The NPCs will speak only one or two lines of the dialogue, the rest of the conversation will be through the subtitles that you can see in the bottom middle of the screen when press āGā.

Yeah budget cut i presume, i am almost 100% sure that on the Russian version they kept talking, and i had to go into options to mute them.
This is the reason why i do not even know much about the story, i just do not want to read, and i bet many other feels the same.
Sad that they would cripple a part of the game as a matter of saving money or time. They developed such a rich and diverse story. Many like yourself shall never get a chance to experience.
