Hi, i 'm at the end of the Yorn questine, but npc Kaysarr is not here, so i can’t finish the quest.
You can see on the screenshot the quest on the right and no pnj for validation.

The NPC Kaysarr is most likely missing because your character has an on-going rapport quests (Pink quest icon) with this NPC.
Please ensure you don’t have any Rapport quests with Kaysarr, then you should be able to finish “The Last Report” quest.
You can restart the Rapport quests with Kaysarr afterwards.

I have experienced something similar to this in punika.
I was doing 2 rapport quests at once and one could not be completed because the NPC was part of the other quest and had disappeared from their static location.
You will need to drop one of the quests to have the NPC show up.
