You may have missed the early statements by Roxx, but I doubt they have changed.
She said two very important things,

EUC does have a server cap, because of that cap they had to open a second region as 16 was the maximum amount of realms EUC could hold. This should tell you, that they cant just add our 8 realms to EUC.

EUC realms do have a max player cap they can hold. When AGS did raise that cap on their own behalf, the game become choppy and poor in perfomance so they had to implement the queue system and lower the cap again. This should tell you, that they cant just let everyone on EUW transfer to EUC servers of their choice, but be spread out on the already existing realms, due the caps.
I dont know which EUC realms are what, my realm there is very empty, much more than my EUW. My EUW is a full english realm, my EUC is a mixed nationality realm with poor community.
What I am saying with this is the following. If they would offer transfers, then there is a high chance that we can not keep our names, that we might end up split and that we couldnt pick our favorite realm / language.
Punika and Asta are mostly german realms, it is quite possible that the geman players could not transfe to Asta, but may need to go to another realm which may be Italian or Spanish. I already see the outcry over this, just like when communities will be split.
At WOW, realm transfers always changed the community and balance on a realm and at Warhammer and SWTOR, they even caused deleted chars.
Its a very sensitive topic and AGS would need to find many answers first to the aleady announced problems by Roxx. It seems that they have no solution yet, thats why you dont hear anything new.
A good solution would be that they just connect both regions, like WOW does with spanish, german, english regions into one european. So you stay where you are, but meet people from other realms in dungeons and open world.
Last but not least, never underestimate how important a server community, even if its small and a char name even if it sounds niche for you, is for some people. Its a very sensitive topic and if AGS uses a crowbar here, then this could be the final nail in the coffin for LA, like it was with Warhammer once.
Right now, EUW may have a less busy AH, even tho I never had issues buying things for my Bard. It may also have less players for hardcore content, even tho I had never more than one minute of queue for anything I did so far which is not the endgame you may struggle finding players for.
What I am saying is, that EUW is in a much better shape than many are saying here. Its just a much more casual region, so that you will meet more casuals and this may be the true reason why people want to move.
Its less the amount of players, but more their attitude or skill that drives people away. Just like I never felt home at EUC and why it feels dead to me. So who knows, maybe the vast majority on EUW is just happy with how things are, who knows.
