Players with Negative pheon are not exploiters but just unlucky?

I am not referring to players making multiple claims as an exploit; there was an exploit that was abused by some individuals in the game that allowed them to receive far more pheons than were sent
as per Roxx.

So, as per this logic, those who did not ‘exploit’ shall not get minus pheons?
or are you defining ‘exploited’ as the ones who claimed more than 70 pheons cuz they had 7 or more characters?
