I joined a guild, it died, I was invited to another guild and shortly after, everyone started leaving. I want to create my own guild, can I have the penalty removed?

This need to be set at 1 days or 3 days max. Or at least they should exactly explained before you join a guild why you getting a penalty of few hours and suddenly 16 days or more by leaving.
If we have information of this cumulative penalty we would make diffent choice when joining/leaving a guild … But since this information is nowhere to be seen and you get informed you have 16 days or 30 days penalty just when you about to leave … We don’t even know if the penalty can be downgrade ?
