jokes aside, he is technically right. why would person 1 be able to use 100+ pheons and person 2 gets nothing. either all get pheons or none. its like basic human logic.
ofc its the mistake of the game but rewarding half and leaving half with empty hands is the worst scenario.
People tend to forget beeing humans in this game, you can see it every day in all Raids. thats the poor reality.

This is not fair. At the time the people spent those PHEONS they believed they were legitimate. The fairest thing is to remove any UNSPENT or UNCLAIMED peons… because this has the least negative impact
solution: gift 240 pheons to all and people who spended this “fails” pheons will get the balance of those 240 pheons gift :V so free pheons for all and TYVM! We love this game

haha if you have spent 60 free pheons and have 59 pheons left, you will end up with -1 pheons and you won’t be able to log in anymore cause you will crash when you try! imagine that … totally possible… negative pheons may crash your game 
that is to say, in every sense… pheons are negative, they will “crash” your game… let’s see when servers are back up if people end up with negative pheons… would be hilarious eh?
Ta1 is one of those dudes that makes illogical comments. Even Saintone says they should not take back stuff they give out and he said himself that those pheons they give out are so little barely does anything. People spend way more than 1k pheons already.
this is the route that they wouldnt take since they need to consider the things that the players are doing. RAIDS, BOSS RUSH, CUBE, and DAILIES. imagine giving a ticket to every person that cleared a raid during the time interval of the pheon mail up till maintenance started. this is highly impossible
