As mentioned in the subject. I m trying to purchase RC, however it failed. I have tried a few ways to troubleshoot this issue on the internet but unsuccessful.

I am sorry to hear you’re having issues purchasing Royal Crystals, here are some steps to troubleshoot this issue:
Just as a side note on the first point, the Steam overlay could be enabled on the steam settings but disabled only for Lost Ark, to check this you can click on Lost Ark on your library to select it then Right click on it again and select “properties”, from there go to “general” and there should be a checkbox for the Steam overlay.
