I would like to know if it’s possible to buy and use a powerpass to South Vern for an account and a character that has only done the main quest manually up to north vern.
Also, if the answer to the first question is yes, does that unlock the current free event powerpass to Punika and so it can be used in a 2nd character if the first character was also powerpassed? (Even if you have to do the Berver friend’s quest)

You can indeed purchase the South Vern Powerpass on any account even if you haven’t manually completed that continent’s story quest before on that account. This does unlock the free Punika Powerpass as long as that account hasn’t already received it in another roster from the same region, meaning that if for example you already received the free Punika Powerpass in your Azena server roster, purchasing a South Vern Powerpass for a character in your Regulus roster will not unlock another free Punika Powerpass, as they have a limit of 1 per region.
