In this case I recommend you to do this:
- Close the game
- Close Steam
- Launch Steam as Administrator
- Verify files integrity on Steam (Steam Support :: Verify Integrity of Game Files)
- Launch game
- Try to finish quest
If after doing this the issue persists, I recommend you to abandon the quest and restart, if needed you can contact our live support so they can can look further into your problem.
