It seems like dialogues with requirements for example answer what you can use in dialogue need 100 points in wisdom still can be used without these statistics at your profile.
You can just click on talk with NPC and click through the red requirements.
I found this problem when I played some quests on Arthetine when you must use this skill to talk with NPC for complete questline but it’s not a problem only in questlines.
