What do you mean? It’s always been like this for guardian and chaos dungeon. The special dispatch uses up your daily entry, so of course rest bonus won’t accumulate.
I think he meant rest bonus doesnt get used up when he uses dispatch for chaos/guardian.
That’s also how it has always worked.
