So to redeem a new Founders pack do I have to make a new character on a “new” server that they released or is it fine with just a lower populated server ? Because all the servers in Europe are full all the time.

You can redeem it once, but you can choose where to redeem it.
in my opinion, you should wait with the reddemption until you are sure you are on the server you want to stay.

I purchased the founders before launch so I already redeemed it, but they said we would get a 2nd founders pack for for the inconvenience the servers caused, just wondering if the new founders pack will be account bound so I choose which character to open it on.

Same on me. I redeemed it 2 days before launch (dumb failure).
As they said in the newsannouncements, you will get some items of your original FP, but not the complete pack. For bronze its just the pet and the titel.
It will be account bound so you can claim it once with 1 character from your account.
Did we get baited? Might try and get a refund.
