I have a similar issue. I did all the achievements and tasks requirement and still no quest for the island token.
1-Thank You Chipmunk
2-Click! Lights and Camera
3-Shadowmoon Dance(area quest,happens every 30 mins or so)
4- Una’s Daily task=Super Secret Materials for a Super Secret Project 5X
Completed 30 Gold, 100 Red,Blue,Green. Still nothing 
You also need the achievement “The Walls have Ears”
There are 4 positions in the northen part of the map where you can listen in on conversations.
There has to be a bug. I did all achievements, the event multiple times, did the daily quests and Atson still doesn’t have the quest. I’m going back every day for over a week now and he doesn’t have it.
If you’ve done everything above there is a hidden purple quest before the ship at the beginning. There is a shoe you touch and it gives you jump on the right, there is yellow glow which gives you the quest. After you’ve done that quest you will get the quest for the token.
the only bug there is, is the walkthrough on sites like Maxroll didn’t include one of the achievements. The one I included above… “The Walls have Ears”…
It worked for me after all. The problem was I was doing the daily una’s on my alts. But it seemed it only registered once for my main only.
My bad I guess.
I can t find where it is the Shadowmoon Dance…
I have done all prerequisites for this island soul and cannot get the quest for the island soul “With a Light Heart”

I finished this island today, but the last yellow quest didn’t show up till about 5 minutes or so after completing the 5th Una daily. Had me worried! 
Anyone having this issue and you are sure you have completed all requirements, do the coop event again. I had done it multiple times throughout the 5 days but for some reason the final yellow quest didnt pop up until I did the coop event one last time. Btw I did the epona on multiple different characters AND theres no quest by a tree you do after everything that gives the quest.
Same issue, no final quest, I’ve completed all achievements, did the co-op several times and also almost completed the reputation with shadowmoon market which is much more than 5 days. Worth mentioning that I’ve completed the questline on my main and did the daily quests on an alt. Maybe it’s an bug related to that?
I totally share the same situation with you. I did questline with main and daily with alt. No final quest!
Me to i did all the achievement requirement, chain quest, 5x una daily, and did it on the main char that did the dancing event on the island and the Giant Heart quest still doesn’t show up. I even wait 2hrs & the next day to see if it pops up but still nothing.
Double check your quest log as well. I thought I did the “Thank you, Chipmunk” because I interacted with a chipmunk a couple times when I first arrived at the island. Weeks went by before I returned. I completed everything except the specific chipmunk quest. Hit “J”, click completed tab and then click the Area Name Search tab to search Shadowmoon Market. Make sure you have completed all of the required quests.

Yeah none of this is bugged guys, youre actually just missing something 
It sure is bugged. Or the requirements are different than stated. I am at the same spot, having all achievements, having all the quests but the token quest is not showing up. Right now i am waiting for the event to start since i also suspect this event quest to be the key here even if you have done it before.
EDIT: you ineed have to redo the event even if you have done it already and if you have all the quests/achievements

As the super secret materials una mission makes you addvance in this owner probably have some pics already
Any idea on the respawn timer for this event, I’ve been on the island an hour trying to figure out why I don’t have the final quest available myself, and I haven’t seen the event pop again yet. I see 30 minutes on guides.
