Sorceress: Rune Question with Elegian's Touch

Hello, I am currently working on my first character. I received a rune from advancement in North Vern called Iron Wall which reads:

Damage received -8% while casting skill

My question is: If I put this rune on Elegian’s Touch, which is cast as a “Toggle” spell, will it give me 8% damage reduction as long as that is on? Or does it only give damage reduction during the actual cast animation for a spell?

Good Question, I am curious myself.

Doubt It’s while casting and elegian is not casting its toggle but it will work on explosion as it has casting attribute.

My understanding would be as you cast and the animation of the bubble happens is the damage reduction. Thereafter it drops

No, it is only during the cast animation that the effect applies.
