Hello, I have selected the hyper express event on the wrong server is there any way to transfer the progress to another server in my case from EUC Neria to EUC Lazenith? or if deleting the character on Neria would allow me to choose a character for the Lazenith server?

In this case, unfortunately it won’t be possible. The only way to change the designated character for the Hyper express is if the Honing benefit hasn’t being applied and the character must be in the same server.
