Have the founders pack of course
Am I just to refresh the page at the launch time to see the button appear to play from the Lost Ark main page? Or do I go to DLC pack which I bought and launch from there?
I think that’s how it works. Steam has it encrypted and decrypts it around launch time, +/- a few minutes. 
Steam should really allow it to decrypt early. Considering with the server not up no one can play. Decrypt itself might take 30 minutes.
If you have a founder’s pack, I guess it will be as usual, the “PLAY” button will gray out when the servers are up today at 17:00 GMT / 18:00 CET.

mine is stuck on downloading but i downloaded full game yesterday…
