Steam Trusted status bugged?

I have been able to trade and send mails when the new system was implemented and with one of the recent updates I’m no longer able to do this. Does anyone know how to fix?

it requires steam guard to be active and potentially needs to be linked to a mobile device though that has never really been clarified.
