Striker ESO help (Korean Translation needed)

Hello fellow Strikers,

I found an interesting Korean guy playing ESO Striker in a very interesting way, but he only does Korean content so I don’t understand what he says
The guy’s name is Battack93 and play Striker ESO build with only 3 spenders and uses Flash heat fang instead of call of the god wind and violent tiger instead of Full moon kick. I’d like to know the reason which is explained in this video :
