The Sidereal’s Two Students, “Hidden Quest”, the second part specifically is bugged, the first quest which takes place in Jeok’s Barrier was completed successfully with no issue, but the second one inside foul hollow does not allow you to interact at all. In addition once inside the “Foul Hollow” area an error message with a bunch of 1’s and 0’s continuously spams.

That seems to be the case with a lot if not all of the hidden quests. At some point progression is blocked by inactive items until you restart the questline. 
I’ve had this issue aswell. I did Jeok’s Barrier on Hard and proceeded to do Foul Hollow on Hard and then Normal, but in both cases it didn’t let me interact with the book. Afterwards I did both on normal back to back, which let me interact with the book. Aside from the error message that pops up on the screen, there’s also a message in system chat, altough I don’t remember what it said.
