This bug seems to be well known. You are unable to “brew your own beer” on the quest without switching chapters to get the barrel to appear.
However, I have been unable to switch chapters for several days due to low player count on the island. Even during the island event, there has not been enough players to create multiple chapters.
Therefore, this quest is not able to be completed at this time. PLEASE fix this ASAP.
