Tortoyk - Another Story - This Is Nothing, But

I am currently standing where the quest giver is supposed to be for “This is Nothing, But…” and there is no one or nothing here to give me a quest as I am seeing in walkthrough videos.

I’ve completed the story and have done quite a bit of the Adventurer’s Tome. There are no available missions showing anywhere on the island. What the hell?!?!

The Gold/Yellow exclamation mark means the quest is complete. So, you’ve already done it. NPCs sometimes disappear or move somewhere else after quests are completed.
