This quest is bugged because it says Speak with Payla but there is no quest marker and Payla is not on the map and this quest can’t be continued.

Same issue. Quest wants me to speak to Payla, but she’s not on the map. You can speak to Payla at the tp in the south of the zone, but she won’t make the quest progress.
