Unable to progress on the quest "The Legend Sings"

I have the quest “The Legend Signs” asking me to talk to King Kaysarr but he is nowhere to be found. I have watched the Youtube video of the quest being completed but I cannot pregress because King Laysarr is not around. Have restarted the game. Logged in with an alt, not change. Went on to the ivel 960 guide but cannot complete this quest. PLEASE HELP!!

Update - check if you have a pink/rapport quest in the zone.
