According to the patch notes, the restrictions were removed. On one of my alt characters, this is indeed the case. But for my main character, which is JUST below the T3 threshhold, it would be quite useful for me to buy the T3 upgrade materials but I am unable to. They have a red icon just like they did before.

Only the engraving items were intended to have their item level requirements removed
That’s strange I could’ve sworn the T3 stuff was available to purchase on my T1 alt but I didn’t want to bind it. I’ll take another look, thanks for the heads up
