I have some rapport items in my inventory but when I go to the npcs to try to use them, they don’t show up as available to use. Am I missing something?

This is about those items on the bottom on the Rapport section of the Inventory, isn’t it?
These arent gifts but materials that can be turned to gifts by interaction with NPCs mentioned in each item’s description.
