I’m wondering whether Valtan Entries are supposed to reset on Wednesdays @ 3AM PST? If not, the reset info in-game needs to be updated to Thursdays
No. It’s the same tooltip for EU, says Wednesday 11 (which is 11am because in-game clock is 24h format) and my entry still isn’t reset. Just another missed tooltip among many.

No, it resets on Thursday, usual time for your region, they just missed the tooltip because it resets on Wednesday in KR.
