yes i know ive been to all 4. Boreas doman in castle, black rose chapel in stykia village, leyar terrace south west of of mistfog shelter, and crocony seashore near wavestrand portal.
Have you tried checking the other zone channels? I have seen this happen before where a merchant doesn’t spawn in one channel for some reason or other.
Also try reloading the zones again as the loading in this game is awful so he might not show up on the first pass but does on the second.
