I have the issue on 18/02/2022 on us server, my Wardancer can not charge class specialty skills and I tried in training room it works, also I create a new character same class in to the game works fine too. So hope anyone can help me out pls. Thanks a lot.
Make sure you are not using the first intention engraving. It blocks the esoteric meter while giving you extra damage.
