That 10% is probably for 1370 to 1415
It wont be for +15 to +25. Even korea doesnt have that

this is what i’m inclined to believe but even in this case it should be clarified if it is for 1340 gear +1 to +15 or both 1302 and 1340 gear +1 to +15

The version that it accelerates the success rate increase upon failure from current 10% to 20% seems more adequate. Meaning you only take 5 fails to reach “the max success rate” instead of current 10 fails.
All only for 1302 gear (up to 1370)
It says 20% (max 20%), and we already have stronghold research to increase the chances, maybe they don’t stack? Like from stronghold AND honing buff, hence the max 20%. So people with or without stronghold buff get max 20% increase.
And then additional 10% on top?
So for new player honing success 30%, tomorrow it will be 30+20+10 = 60%
And for old Player 40% (10% stronghold buff), tomorrow it will be 40+10+10 = 60%
40=30+10 because we already got 10% from stronghold and the max increase is 20
While writing this, this idea does not sound good so I don’t know. Just gotta wait and see tomorrow
What is 100% sure: There will be many more alts at 1370 doing yoho simulator after maintenance

I have a feeling there was notes for 1302 gear to +15 and 1340 gear to +15. I don’t see any chance of a +10% buff on 15+ gear, but could for sure see this working until 1415. It makes sense, and is a lot more consistent then +10% global on all T3.

And they did not say 1-15 lvl for these 2 lines specifically. So are you saying i’m correct? No. But your point does hold anymore? Also no.
it is to help ppl who didn’t do or can’t do the 1385 research. If you have it it doesn’t matter
what i’m saying is, a little interpretation goes a long way.
And interpretation often is incorrect so i guess we back to square 1
Maybe you should re-read the notes, its only a 10% increase.
As you can see below, we currently have a Basic success rate +10% (up to 10%) that will increase to Basic success rate +20% (up to 20%).
They add the “up to” part for morons that cant do basic math and could be confused and think it means 30%, and to clarify even further they even state that its a 10% increase for some people that find it too hard to do “20% - 10% = 10%” 
It’s a solid 10%. If you were at 20% before, now you’ll have a 30% chance.
What does this line refer to then?

Literally wait for patch tomorrow and you all will find out how much your honing % chance has gone up by. There’s no point speculating and not like it does anything for you right now.
It is for honing to 1370. It does not need to specifically mention/repeat “from levels 1 to 15” because the patch notes already explicitly states that the growth support effect is for helping advance your character to 1370, “…will aid players in advancing their characters to item level 1370.” The lack of reading comprehension from so many people on these forums is really something.

Because we are tired of whingers, watch when tomorrow all the morons will be mad because they didn’t get their “30% increase”. And when its explained to them by Roxx they will complain about how “information is cryptic/not clear” when we can see it is clear and people just dont know how to read

From my experience in Lost Ark a 90% succesfull honing chance is 1 in 5…so 10% could mean anything.
Speak for yourself. The line you said would still apply if it applied the buff from 1302 to 1415. This still would make sense since it would still aid players to 1370.
I’m only here to see if this effects 1400-1415.
No amount of buffs will give me any desire to play boring ass alts on character I don’t have any desire playing.
May end up waiting a year to play 6 paladins.
