You have to use 20 green books to get your first level, then 20 blue books, for the 2nd, 20 purple for the 3rd then 20 gold for the 4th.
You can’t do them out of orde, if you attempt to use an epic quality book before you’re 20/20 on uncommon and rare books read, the game gives you that message telling you to finish the lower tier books first ~
