Not a single one of the ability stones I have gotten since unlocking them has been a birth stone with a basic effect or vitality boost, every single one of them has been stone of endurance…with no basic effect.
Do I just dismantle them all for silver or is there a better use for them?

You dismantle ALL those.
Starting at North Vern, you can earn Stone of Birth of any quality from various sources such as Chaos Dungeon & Una’s Daily Tasks.
You probably just want to dismantle them, no one will buy them and you can’t give them to your alt.
YOu don’t get silver though you get powder than can be exchanged for another stone, kinda like rerolling them. 3 or so stones will probably exchange for 1 new stone to try and get better engravings on it.
This isn’t really something you’ll be doing until T3 though as you are replacing stones so often as you level up and do new content that it’s not worth worrying about getting a good one.
Just cut a half decent stone with no negative effect and use that till you get the next lvl up, rinse repeat.
PS either of the purple ones will have more vitality than the one you have once cut.
Don’t get powder from these, just scrap.
Purple ones also have no basic effect or any vitality.
Also all untradable.
