Seconding this, was sitting on Promise Isle for about half an hour and no achievement.
Did not unlock for me either after being at the island both times for over 30 minutes during the quest line.
i confirm this achivement is a bug ;/ i was 30 min and nothing
well when u exit with island u will got achivement

I can’t really tell what is the trigger to get this achievement. I have waited exactly 11 minutes on the top of island after I finish the awakening quest. And even did the secret Island Token quest which unlocks another cinematic for Armen, yet I didn’t get this achievement for waiting, even after leaving the island. Can someone make it more clear if he/she has a better understanding? Or is it just a bug?

Same here, spent over 40 minutes and nothing
anyone got any new tips as i’ve been her for over 1 hour or so 
bump didn’t count, even when leaving the island. 20 mins there.
it worked for me. not sure if it matters but I went all the way to the end where allegro was and after about 15 mins I played song of escape and got it.
Worked for me. Stayed somewhat 13 minutes (at Allegro NPC after Quest!) and as soon as I left (Song of Escape) I got the Achievement.
Stayed on the isle the first time you go there for the beginning of the awakening questline, stayed past the 10 minutes, and left using Song of Escape standing by Allegro. Soon as I was back in my ship I got the achievement.
i did not get it upon leaving the island. i stayed there for about 20 minutes.
I spent 30 minutes on the island: 15 in the middle and around 15 next to Allegro and I didn’t get the achievement at all, even after leaving.
Talk to Allegro. In the bottom left is a new chat option. I got the achievement after listening to that new chat option and then leaving the island.
I have been to Promise Isle multiple times, completed all quests, received the island token, etc. I have waited by Allegro for 10 minutes, 15 minutes, 20 minutes, I have spoken to him (he has nothing more to say to me), used the Song of Return and still nothing. Still waiting for this achievement. Not sure what more I can do - it should not be this difficult. If anyone has more insight as to what must be done I sure would appreciate it!!
Can confirm achievement unlocks AFTER you leave the island
I have been to and left the island several times and still do not have this achievement. There must be more to it. Any other details would be helpful and greatly appreciated. (I have done all the things mentioned in this thread and still nothing.)
This is still an issue for me as well.
I have completed the 2nd Awakening Quest in its entirety. I have also finished all of the Song of Reminiscence quests.
I speak to Allegro and he has one thing to say to me. The prompt I can choose is “…”. He talks about having no more memories for me, and that I might be able to find a forgotten friend by watching the sunset for a while.
I have stayed on the island for 10 minutes, 20 minutes, and 30 minutes. I have only used the song of escape to leave.
I have not yet received the achievement.
Achievement also bugged for me. I’ve tried a few times, by Allegro, away from him on other parts of the island. Tried waiting 15+ minutes and then using song of escape, didn’t get achievement at any point.
