Have you done the south vern questline?
not yet but from what i gathered even the people who finished southvern can’t seem to find it either.
Do SV, then you get the legion raid quest, go talk to the dude and done.
SV is mandatory for legion raiding, and rehearsal is still technically a legion raid, just one with training wheels.
