Why are servers not listed locked?

Based on this post from @Roxx only these servers should be locked:

Character Creation Limits and Additional Servers

Today at 1:45 PM PT (9:45 PM UTC) we will be limiting the creation of characters by new players on servers that have extensive queue times. If you already have a character on one of these servers, you will still be able create additional characters for your Roster, but new players will not be able to join or create characters. The following servers will have character creation limits put in place: NA West Mari Valtan NA East Azena Una Regulus Avesta EU Central Kadan Trixion Thirain …

And yet I’m seeing additional servers locked as well:

Yup, same for EU - all servers are locked. @Roxx when can we expect update in this matter?

Yep friends on Kharmine wasnt on list so I thought I was all set and now its locked.

The same on SA, none of the servers should be locked, the incompetence is on another level. Can’t play with any of my friends, you can always count on AGS to make something wrong.

they gotta fix this. i already leveled to 34 on azena and abandoned it to play with f2p friends on karta today and now it’s not even open. i’m not playing until it is. do not care how long it takes

Probably cant get a refund, but will probably just quit, this whole day has just shown how inept they are at handling an MMO.
