It was given for free as their day 20 login reward on their 3rd anniversary which they celebrated back on October 27, 2022.
They also got a free mount (Naruni event) and pet (Day 15) where we are getting a free mount as part of the login reward.
As for the twitch drop skin, they got that for free as well when Punika was released. So basically, the wallpaper is monetized in our version while given free in RU.
