It means that the person that’s highlighted is the most recent poster in that topic.
I thought the same thing, but doesn’t seem to be the case, for example, you where the most recent poster and even so, you have no glow.
Seems it only applies when the most recent poster is also the original poster.
What I thought was that the person with glow was currently viewing topic (it likely only see primary tab in browser).
But it seems less likely when there is not more glows shown.
So I guess not.

Yup, just tested it, after posting this reply I had the glowing thingy.
