Nope. Friends of mine already was stolen and there are guilds suspect of promote it in my server. That said, when I see them spamming for some time selling carry, I just report and let to AGS/SGS check if they are or not spammers, and also, scammers

Your whole argument has been “report people without proof because they could be a scammer”. Anyone could be a scammer. The report functionality is not there for your assumptions, it’s there to report actual displayed abuse of ToS.
