Because it might still be a low effort skin. JP had weapons and different avatars for every different class. We might get a basic skin for male / female for all classes and no weapons.
At this point it is pure speculation and I can be proven wrong at any point once they release the full set of avatars, but got to keep in mind that it is also a chance considering that putting effort into stuff is not their forte.
Its prob only 1 male and 1 female skin.
