Will we get 20-25 honing with valtan gear?

AS the title states will we get 20-25 honing with valtan gear since it’s relic gear that usually can go to that high or will it be capped.

20-25 gear will be sold in cash shop exclusively.

Would be nice to have clarification on this from a CM or mention it in the patch notes thats coming this week.
