This is the rapport quest when you reach Friendly state with Ninaveh.
Upon reaching Queen’s chamber in Rothun, the character model for Zinnervale is replaced with Thirain. The voice is still Zinnervale. Sometimes during the talking animation, he enters T-pose as well.
That’s Thirain (for whatever reason he got bugged in there? haha)
