Shes bound to trixion according to the lore.

Shes stuck in Trixion to watch over the world from Regulus the god of light.
So story-wise she cannot leave Trixion.

But in rapport quest she could leave and went to Yudia?
She didnt, she can see whats going in Arkesia, she cannot leave.
Its physically impossible, she might be able to leave now as of Elgacia patch, but not confirmed.

Story wise shadowhunters have white hair and are not a cockroaches, but that didn’t seem to stop them

Yea this is so strange in the story.
She was supposed to have her wings taken away from her for helping the mortals (or what term they used).
Maybe they could/would not take her wings when she was sleeping? 
Also it has been speculated that Beatrice can’t be added to stronghold since she could become a villian of some sort later.
But mainly she is stuck in Trixion being the loyal watcher and that is supposed to be only reason she still has her wings.
Which means we just need to kill Regulus, or at least ‘negotiate’ a new deal for her, and the problem is solved!

Im pretty sure the only reason they didnt change the NPC Delains was the story according to a CM a long while ago.
Im completely against changing SHs demonic form tho regardless of the woke excuses and shit.
Hoping the Demonic form customization comes sooner rather than later

To add some more on that: It was basically her “punishment” - while all Lazenith[with the exception of Nineveh and Beatrice] lost their wings she is forced to watch other Arkesia. Its still unknown why Nineveh still has her “great wings” tho - even now with Elgacia released.

I believe the expression was that the lazenith had their wings clipped as regulus punished them by taking their ability of flight. However, the smaller / clipped wings will forever be their reminder. :o
While you were doing her rapport quest you may have noticed she wishes she could join you one day.
That will take having her punishment lifted, so likely a bunch of game releases and story releases into the future.

What I remember was they lost their wings and started living among the normal people unseen.
Like Allegro (that bard guy who is without wings).
But I figure Nineveh is a “cute girl” so she is just allowed to ignore it.
And it could have something to do with her sleep since thats also different from the others.
